If you bothered to put the words spam and definition into Google the first response would detail as below Spam - Unsolicited "junk" e-mail sent to large numbers of people to promote products or services. Sexually explicit unsolicited e-mail is called "porn spam." Also refers to inappropriate promotional or commercial postings to discussion groups or bulletin boards.
As you might see from the latter this is neither inappropriate or commercial and so no way is it spam whereas the "Tracy" posting was 100% commercial
Also note that the majority of the "Tracy" spams were new threads and not in response to any query
The occassional commercial response to someone elses query is not a threat to the existance of the board
